The National Rental Affordability Scheme offers annual incentives for 10 years. The two key elements of the Incentive are:
1. A Commonwealth Government Incentive indexed for 10 years and currently at $7,143 per dwelling per year as a refundable tax offset or payment; and
2. A State or Territory Government Tax Free Incentive indexed for 10 years and currently at $2,381 per dwelling per year. Plus the $10,000 grant per new property in Qld.
The incentive is provided annually on the condition that throughout the ten-year period the dwelling is rented at 20% below the market rent to eligible low and moderate-income households.
The incentive is indexed annually at the CPI rate for rent which has been an average of 3.9% over the last 10 years. The most recent CPI increase for rent was 4.2%.
The current incentive indexed at 3.9% gives a total 10 year incentive of $113,817.
It is important to note that the Commonwealth Government incentive is a tax offset not a tax deduction. A tax offset is of greater benefit because it is a direct reduction in the tax payable whereas a tax deduction is a reduction in the taxable income which is then taxed.
The State Government incentive is also tax free.
What’s even more impressive about these incentives is that the Commonwealth Government tax offset is a refundable tax offset. While most tax offsets can only reduce your tax payable to zero, according to the Australian Tax Office, refundable tax offsets can reduce the amount of tax you are liable to pay to an amount less than zero, which results in a refundable amount. The NRAS tax offset is a refundable tax offset.’
If you are not an Australian tax payer or your current income situation is that you pay little or no tax then the incentive can be provided to you as a payment. So for example if your pre-NRAS tax payment was $2,000 then based on this year’s incentive you would receive a payment from NRAS of $7,140 and pay no tax.
Your tenants are key personnel, (teachers, nurses, police, fireman, service people) earning a minimum of $42,000 to $115,000 per year
You have a 10 year head lease over the property
You can sell it at any time through the 10 years
Your investment is cash positive immediately in year 1
The rental is valued in years 1,4,and 7 and in 2,3,5,6,8,9,and10 it’s CPI indexed
If you buy a duplex, that’s $39,048 TAX FREE in the first year + your annual rental, (plus the depreciation allowance and the rent!!!)
